Make a duplicate of the line you want to rotate. Create a Group using both the original and the duplicate line. Now the Properties will show the rotation. Enter your rotation degrees. The group is now rotated. Ungroup and erase the duplicate line, keeping your original. Yup. That’s the best way to do it.
