Currently in Portugal and my nearest Jeep dealer for servicing is 90 miles away. Have tried removing fuses etc and restarting but all to no avail.

The driveshaft always turns but you should be able connect and disconnect power to rear wheels using the 4x4 switch. If the rear wheels always have power the ECC may be permanently stuck and need replacing. .Once in a blue moon I have seen these Jeeps get stuck with the controls, but usually on the steering wheel. I would first disconnect the negative battery cable for about 30 minutes or so, then plug it back in to see if the light goes away. It could also be a bad 4WD lock switch.
