Star metal can only be harvested by a pick that’s Tier 4 or higher. The pick you’re using is supposed to be T4 unless some of your mods change that somehow. Maybe try a star metal pick just to test it. Overall yes, mods can very much so interfere with that, you can try disabling half at a time till you find the culprit though.

Star Metal Ore is a rare and valuable resource in Conan Exiles used for crafting high-level weapons, armor, and tools. It is obtained from meteorites that fall from the sky and can only be found in specific areas of the Exiled Lands. That's using 3 more orbs though and tar orbs should be considered more valueable then fire orbs, since you can farm volatile glands pretty easily in the jungle while tar is needed for steel production.
