The flamer barrel is not causing the weapon to deal fire damage, so it doesn’t count for friendly fire. You need a beta or gamma capacitor for that to happen, and those mods don’t exist for this weapon. I changed the flamer attachment to automatic barrel and the automatic rifle perks increased it's damage. I didn't see any attachment for an automatic flamer mod.
