It is based on the weapon, not random. There is a really good chart someone made for the swords with every stat for every sword put into little tables (you'd find it with a quick google search, its a user-submitted thing on GameFaq). They only have the swords though. I think yours is still the best diagram out there for Xiao's weapons.

Rab is a more interesting character with claws, but heavy wands probably have more utility with him. Jade is best with spear/glaive hands down, and sylvando can fill any role you need to some degree. I had him with sword and shield, acting as support with side heals. Party member #8 is best with a shield and either one handed sword, or axe.
That's sometimes easier said than done. I usually preferred Jade with a spear, or using the final story character, for boss battles. Not sure if you've gotten them yet, but they're colloquially called Eight on this sub. If you've gotten that eighth character, they're useful for boss battles, while Jade can then be shifted to normal battles.
