When the scooter hit the ground the back tire did not move I tested the breaks and the breaks seems to be working but I see at the end of the break a wire came off but Idk if it's connected to the tire or something but the back tire seems to be locked completely. Not an expert by any means but it sounds like that wire is your problem.
