Walk back to the stairs and climb up to find a large door leading to the inside of the castle, guarded by a halberd knight. Try and sneak up on him and execute a backstab to get the upper hand.
To the right of the front gate you can follow a path on horse that leads to a side entrance. Likely the Radahn festival is going on right now, so you can't access most of the castle right now. I don't know what triggered it, but fighting Radahn and completing the festival was not enough.
