The amulet is the key to fully unlocking Gauldur's power. You're not Gauldur, so it only helps you to a lesser degree. You're not the lock the key was made for. Gauldur's sons could use fragments of it to do some fairly impressive magic, but then again, they share his bloodline. The amulet responds to skills, rites, etc. that are lost to you.

It's the best non-player made amulet. Obviously making your own is much better though. At lower levels, sure. But you can easily surpass it with some of the higher level amulets or simply making your own. At lower levels it’s good when your at a high level than you could make much more useful items.
I was able to do the Gauldur questline at about lvl12, and I don't recall having much trouble with the archer. Might've been because of my heavy armor though, evading three/four archers is hard. So far, I have two of the three fragments. The third, however, is inside Saarthal, which is locked until I talk to Tolfdir in Winterhold.
