The battery, alternator, starter, start relay, ignition and all fuses or relays are all fine and work. When I turn the key all the electronics work but it doesn't crank or even make a sound.

P1604 does not relate to camshaft or crankshaft position sensors. P1604 is just a general Startability Malfunction trouble code. Start by servicing your ground connections underneath battery to chassis, driver's side strut tower, and driver's side engine head. It seemed like it was cranking at the normal speed, but after a few attempts to start it, I tried jumping it, just in case the battery WAS the problem. Still no start. The RAV4.1 fuel pump is only engaged when the engine is turning over. You won't hear it run just by turning the the key to the on position. .....1.
