The lights in the cubby are demand lights, along with overhead map demand lights and possibly glove box. They will only turn off when the lid is closed. Theres a notch to feed cables through to close it and still use the cable. Dont see anyway to turn them off otherwise.The demand lights that are on fuse #4 all work because they are on a different circuit. Seeing as the #12 fuse keeps blowing as soon as you put it in the fuse panel, that to me would indicate that there is likely a short somewhere in the circuit.
