In my experience, if you just leave the lights on and turn off the key, they go to side lights. The moment I open the door they go off. Don't know about the fog light thing, sorry. If you twiddle the switch before you get out they stay on side lights. Strange but true.

You’re right. I just tried the key-on/engine-off and those lights did come on. No pattern. Was going around 25-35mph, I didn’t have my foot on the break, just the accelerator pedal. Lights went on when I felt that pushing the pedal wasn’t making it accelerate any more, pulled over, turned off car, turned back on, everything back to normal.
