I clean the heck out of a Tecumseh carb over the summer and it didn't help one bit. Spent $15 on a new one on Amazon and it works flawless. Update: Replaced the carb and surging gone. However now the motor is stuck at full throttle (and RPM seems higher) probably coz I've stretched the governor rod .
