I then took that cover off to make sure the roller hadn't come off the pawl arm and that the spring pushing against the arm was still there and complete.

There's three potential problem areas that can cause this: 1) the 20A fuse in the little 3-fuse fuseholder under the driver's side of the seat. The one in the center of the fuseholder.
