Thats a map wipe basically. Delete everything in the Zomboid\Saves\Multiplayer folder except the players.db and WorldDictionary files. Thats a map wipe basically. It should still work even if you deleted the Saves/Multiplayer folder, since that just contains the save. The server should re-create the new folder.

This is indicating that there is a Project Zomboid build mismatch between the client and server. Say the message was like this “Client version (x) doesn’t match server (y)” If Client (x) number is less than server (y) then that means that the server is running a newer build and the client is running an older build.

I was able to get in to the database with a browser and I *assume* you could delete the database and more would eventually spawn but I wouldnt try that on a prod server. I also tried removing the vehicles .db and journal file but there were no vehicles at all so it does not trigger a complete respawn. #3.
