On those Eska-based 15hp outboards, the fuel pump is a red rubberish bladder that fits into the carburetor on the flange of the carb. It needs to be installed with the narrow slot at 10 o'clock and 4 o'clock.

Same with reverse, and that's why It would either freeze in forward, or neutral and wouldn't shift out of it.
