Raiders will usually warn you and then eventually attack you if you don't go away. Unless a player scav has already attacked them, then they KoS as far as I know. Aim at the raiders for too long and they shoot you. I've hung out with them for almost 20 mins, just never aimed directly at or near them for more than a few seconds.

Beginning of wipe notoriously has awful load times for scavs, your best bet is to just run PMC or wait a few more days. You can only scav into a raid that is running and has at least one pmc still on the map. If 80% of the player base is trying to scav then there simply are no slots to put your scav into. Idk what these other people mean, but lighthouse is 100% the best scav map. The rogue loot itself is insanely good, and as such you can loot that, or, since most of the other people on the map are also there for rogue loot, the loot spawns on the map that spawn aesa’s and gpu’s and bitcoins are usually left behind. Yes this is definitely some kind of new bug/issue. I had 3 x stuck "awaiting session" that would never start. Tried restarting game to try reconnect, still never got in.
