Vortex update all mods.
Open Vortex and Deploy Mods; goto Load Order and reorder your mods (they'll be ordered alphabetically) Umm.. profit I guess?!? Doing the above steps helped me with the same problem. They only thing I did differently was First to Purge all the mods in Vortex, ran Steam's file verification (no difference's found).

Make sure you have the latest version of sfse and copy the files from that directly into the data folder (/Starfield/Data/) programs86 folder stated above.. the only mod i am using that still needs updating the latest sfse is 'chargenmenu'..sure it'll be updated soon though.
click the mod, select uninstall - do NOT tick the option to delete the archive. deploy. done. What I do with mods that need to be reconfigured due to additional mods is just click the "Reinstall" dropdown on that mod. Alright so found a solution to get things playable for myself with all this Bethesda Bs. So Vortex plugins kept getting disabled a setting in SSE Engine Fixes mod. So if your using that mod, go to your Data folder, open EngineFixes.toml with notepad++ and find and set to EnableAchievementsWithMods = false.
