Serp is great for the following situations: 1-Want a melee tank helm that has str bonus, ie solo GWD, some Vorkath setups and more that I'm forgetting. 2-Antivenom protection without a potion, ie Zulrah, Chambers, Toa. 3-Need offensive venom function, ie Sara, ToB. Bowfa is a long enough grind without making it 10x longer with deaths and slow clears. Maybe greenlog Perilous Moons, do slayer until trident, then TOA for Fang. Ruby bolts can somewhat make up for the mediocrity of RCB in TOA, while Sunlight Crossbow or Atlatl are good in places like zulrah and shamans where ruby bolts don't carry so much weight.

Jagex just need to make sure they do it through new unique items instead of alchable drop tables.You can do all the gwd bosses very effectively, range only zulrah, giant mole, and many slayer bosses aswell as general slayer. Those two resulted in ~1200 Zulrah kc with zero scales stored up, using them all as soon as I got them. If you want to go that route, go for it. But hydra will eat up an enormous amount of scales especially if you go dry. At 99 ranged w/ ranging pot, rune darts, and eagle eye, BP is only ~6.3% stronger than bowfa.
