Edit: so I'll reiterate, if the game loads slowly on PS5 it has nothing to do with the PS5 and would load just as slow on a PS5 Pro unless Larian properly optimized the game to take advantage of such fast SSDs.

It's not HDD, but kinda close, and I can't use the slow disk mode because the GPU has no spare memory to compensate. Since I’ve bought the game the loading times have been quite excessive, eusually always taking close to 5 minutes to simply open the game and always super slow in loading in new areas whenever tp’ing or whatever. you should never play on any external disk, if by external you mean connected via USB, definitely not, an internal HDD is faster than an external SSD, unless you use USB-C or thunderbolt, even then, USB can't beat Sata yet i think. So it's about 24% longer for me on HDD vs SSD. I enabled the slow HDD mode and have a very strong computer with plenty of VRAM/RAM tho. I've lowered all of the graphic settings to low and I'm still getting horribly slow texture pop in. My specs: GTX 1060 6GB, i5 7400, 8GB RAM. I know these aren't exactly high specs but I can run the game just fine with them; in fact, besides the long texture loading times, I can keep most of the settings on medium/high with no other issues ...I can't help you if you think 20 or so secs is too slow for you for loading a save game.
