It comes up a couple inches but will not top out like it used to. I looked underneath, hoping to find something stuck in the linkage like a rock or stick but there doesn't seem to be anything impeding ... Put the wheel on zero, open the valve, put the lower lever down, then go stand on the 3ph lift arms. Mine does this all the time and standing on the lift arms solves the problem. 3ph moves in conjunction with mower base so 3ph doesnt move then mower deck doesnt. The two are linked 3ph isnt moving aswell as mower deck.
