Lots of people on this sub advocate for fully maxing but will often forgo a few lab upgrades. As long as you have 2-3 maxed war armies, farming armies, and a decent start on the comps you'll using at the next th level, I say go for it. I would at least suggest max walls and heroes though on the base side of things.
